Cannot create a bounty for private repo

**Describe the bug**
When making a bounty, if i link to a private repo issue it says: "Could not pull back remote response".
I cannot see any way to toggle or use a private repo.

**Expected behavior**
[This issue](https://github.com/gitcoinco/web/issues/3449) talks about private repo bounty feature and is closed as "Done"
This suggests to me it should work similar to how its described there, detect and connect to a private repo.
