### Description
As a Gitcoin web3.0 funder, when I am paying out bounty hunters, I want payment flows that work.
Getting a report the Paypal integration is broken (have not verified myself).
The issue I was experiencing was near the end of the payment flow. I had Paypal up, I entered the amount to pay, I logged in to PayPal, and then it crashed. That happened to me consistently for days across multiple browsers on both bounties (which were for two different developers).
Not sure if it’s on our end or paypal’s and I don’t think many people use this feature anyway, but wanted to flag.

### Acceptance Criteria
GIVEN I am a bounty funder looking to payout an issue
WHEN I choose PayPal
THEN logging into PayPal will allow me to complete payment
depending on spike research we may choose to remove:

WHEN I look for payment options
THEN I do not see PayPal.
