**Describe the bug**
I see the message " You need to have a minimum of 1k GTC in order to submit a proposal" despite I have 1165.857 GTC at 0x722cE03C15670c313f9596544CDB582c19f810e2
**To Reproduce**

I can't submit a proposal.

Not to show this message and allow to submit.
