### Circumstances
When finishing up paying developers in a hackathon, I want the winners to be automatically marked, so the status of my hackathon issues accurately reflect the winners.
### Description
On both the hackathon project and the sponsor dashboard, the winners should be marked according to who got paid in the hackathon.
### Requirements:
1. On the sponsor dashboard, we can mark users as winners.
2. If payment is complete, then the user(s) who received payment should automatically be marked as winners, and the toggle should reflect this.
3. Once the winners have been marked, it should also be reflected on the project page after a hackathon has ended.
