Cannot create a new project for a bounty

**Describe the bug**
I (`vporton`) already have several project at https://gitcoin.co/issue/binancex/Grant-projects/17/100024656#
When I try to create one more project, the Submit button does not work with

- Click `Edit` an existing project.
- Create a new project.
- Fill it.
- Click Submit.
