**Describe the bug**
bounty funder is able to stop worker after worker already submitted work
**To Reproduce**
* create a bounty as funder
* apply for work as hunter -> start work -> submit work
* check bounty page as the bounty funder, you'll see as shown in screenshot below
**Expected behavior**
bounty funder should only be able to stop worker before work is submitted
