empower a group of moderators to study the anti sybil data

for solexplorer i need to setup your ability to view the anti sybil dashboard. and i need to automate the sybil ring detection so that it feeds into anywhere we pay users and gives u a warning “warning: this user is part of a sybil ring with person x,y,z”
give solexplorer staff, make REQUIRE_SUPERUSER = True, and hide admin for non superuser admins - for anti sybil
