sybilscore suggestions from a user

just come in my mind a strategy to figure out how to solve. and its like this
*if the contributor from japan (must know everyone IP) and he verify number using USA number. so that user is using vpn and he is not from japan or even USA.
*new github and no number verification should discount the user contribute to 25% or even less.
*new github and number verification with different IP of country ==> 50% of discount
*new github and number verification true with a number similar to IP so NO DISCOUNT
*old github and no number verification => 75%
*old github and number verification true with a number similar to IP so NO DISCOUNT
*old github and number verification with different IP of country ==> 50% of discount
