As a user, I want to see a cleaner Quests page
### Why Is this Needed

*Summary*:
A cleaner Quests page and cards would hopefully encourage users more to explore the page and do quests.
### Proposed Design
1. Update header to highlight the super cool graphics
2. Update tabs and cards (these follow Grants tabs and cards designs with a few small tweaks)
3. Update the colorful sections to make them consistent
At some point might be worthwhile to explore the Leaderboard design too... suggestions are welcome!
