Allow Sponsored Polls with Incentives

### User Story

There are cases where organizations need data from people in a quick manner

### Why Is this Needed

Now that Poll function is up, it will be great to enable monetized / incentivize polling from sponsors / advertisers so that information gathering will be quick and respondents can be paid for their answers and the platform earns too.

Give an option for sponsored polling (user / advertisers).
specifications :
1. Sponsors has to pay an amount for the poll
- this fees can either go directly to the project's funding or be shared with the community
2. Sponsors set the number of respondents
- sense of urgency is created so users will respond quickly and results made available
3. Payments sent to respondents account real time after responding to poll
- this gives the community power over their information

* Payments to respondents should be equal. A pot money should be published so users will know how much they're gonna be paid
