Tone down captcha settings

**User Story:**
As a user
I want to see a less aggressive captcha experience
So that I'm not constantly having to verify I'm not a bot

**Acceptance Criteria**
GIVEN that I am on gitcoin.co
WHEN I hit the same URL more than 3 times in 10 minutes
THEN I will be served the captcha

GIVEN that I have been served the captcha
WHEN I complete the captcha
THEN I will be redirected to the page I was trying to access
AND I will not see the captcha again for a 24-hour period
