Create Custom Issue

**User Story:**
As a funder
I want the ability to create a bounty that isnt tied to github issues
So that it fits my target audience and how we work

**Acceptance Criteria**

**Form Initiation**
GIVEN I am creating a bounty and I am on the first step
AND i have successfully filled out all required fields
WHEN I click the next button on the wizard
AND click the custom issue button
THEN I will be presented with the following fields
- Details (WISIWIG editor + required)
- Acceptance criteria (free form text + required)
- Resources (free form text + optional)
AND the user should be prevented from going to the next step until all required fields are populated

GIVEN i am creating a new bounty
WHEN i navigate to bounty details
AND i select Create Custom bounty
THEN the help text that informs the users about great examples should have a hyper link on great examples going to this link: https://support.gitcoin.co/gitcoin-bounties/bounty-guidelines
