Provision a redis server for Staging/testing/features

**User Story:**
As a developer
I want to be able to access a shared redis server or Staging/testing/features
So that i can spin up an environment that has a shared in memory data store

**Acceptance Criteria**
GIVEN I am a developer at Gitcoin
WHEN I provision a new infrastructure
THEN the infrastructure will have access to the shared redis server
