workspace connections hang forever on exit

Description
On Ubuntu xenial (on WSL), exiting from the workspace docker instance never completes. If I go and manually kill the sops keyserver running on my local machine, the workspace logout completes.
Logout should do any needed cleanup before exiting the docker container.
