tlp-pd is not installable due dependency missing

Summary of the problem

Hi,

After the latest upgrade and package split (#8234 ), the new tlp-pd is not installable due dependency missing (python-dbus) in the repos.

I do understand that this tlp-pd has some conflicts with the standard power-profiles-daemon package, but they both could be installed, just making power-profiles-daemon masked / disabled. This is how I've used the TLP power management functionality until now and everything was just fine.

Start with the tlp-pd package definition and reproduce the reported eopkg it tlp-pd command. Check how the python-dbus dependency is declared and whether it is available in the repositories; done means the package installs successfully with its dependencies satisfied.
