Why should this be included in the repository?

hotspot is a very useful tool for finding and debugging performance issues in applications. From hotspot, you can run a new process or attach to an already-running one, and record with perf without having to learn that, too. The perf output can be saved to a file for sharing with others.

Are we allowed to redistribute it?

GPL-2.0-or-later

What kind of user will use this package, and how many users do you think will use this package?

This tool is useful for developers, as well as end users that may be asked by developers to generate a performance graph.
