Why should this be included in the repository?
With the impending EoL date for Windows 10, many users will look to switch to either Windows 11 or Linux. One of a few specific groups of people are simracers which require to have programs through which they can configure many options on their sim hardware as in-game options are very often not suitable enough for it & without such programs, your equipment might as well be as good as a paperweight. Having Oversteer in the repo, it would allow people to have an all-in-one program to configure their sim hardware without having to do any silly workaround using Wine or other means, as currently there is no such program available on Solus despite similiar programs for controlling other hardware e.g. mice, RGB lights etc. exist
Are we allowed to redistribute it?
GPL-3.0
What kind of user will use this package, and how many users do you think will use this package?
The primary target group of people are simracers (me being one of such people) as this allows them to configure their hardware. Currently, am not sure how many people will use it, but once Windows 10 support comes to an end, I foresee an increase in popularity of Solus & the potential simracing group that might migrate over

Research direction
Start with the Oversteer homepage and the linked v0.8.3 source archive, then inspect how package addition requests are handled in getsolus/packages. Done means the GPL-3.0 project is packaged and available in the repository for Solus users, but the issue does not name a recipe, build entry point, or test to guide the work.
