Idea: Expose the last sync time somehow

Description
If we expose the last sync time either by a publicly accessible file or a web API, we could make worklog.py auto-detect the start time for its check. That would make generating sync notes marginally easier, and we could potentially add worklog.py to CI. Somehow.
