Description

### Problem Statement

Currently we are storing release data forever, and as far as I know the only way to delete them without help from customer support is to delete the whole project.

### Solution Brainstorm

We would like to provide customer the option to delete any releases on their own, either through the webUI or API endpoint (ideally both).

Research direction

Start by reviewing the Releases product area and how release data is currently retained; the issue does not name files, tests, or an entry point. Clarify whether web UI, API, or both are in scope, then verify that the chosen interface can delete releases without deleting the project.
