Enable option to send weekly report to a Microsoft Teams channel

### Problem Statement

Currently, Sentry sends weekly reports via email, but there's no option to have these reports posted to a Microsoft Teams channel.

It would be great to have a setting that allows a weekly (or daily) project/team/org report to be sent directly to a specific Teams channel - similar to how alert notifications are integrated.

This should apply to Tenant Installations as well.

Clarify the report frequency, project/team/organization scope, destination channel, and Tenant Installations behavior; done means the selected reports can be delivered to the configured Teams channel.
