### Problem Statement
Enhance Seer with a seamless Jira integration that accepts a user-provided prompt containing repository-specific guidelines and coding conventions, and also, automatically opens a new Jira Bug (or other issue type) via the Jira API and then creates a Git branch named according to the new ticket number, enforcing a branch-naming convention so that only properly named branches can be merged.
