Description
### Problem Statement
When I make an issue alert, I have the option to create a new jira ticket using the jira integration, but not to update them.
### Solution Brainstorm
Support updating fields on existing jira tickets. For example, given these alert conditions, in my alert action I’d like to change the ‘label’, or ‘rank’ of the jira ticket that's already linked with the issue which got triggered.

Research direction
Start with the issue-alert actions and Jira integration entry points under Settings - Integrations. Trace how an alert creates a Jira ticket and how linked tickets are identified, then define the fields that an update action must support. Done means an alert can update fields such as a label or rank on its already linked Jira ticket.
