Projects Dashboard - Add Searching by Project Ids

The projects dashboard can only use project names for searching but project ids are commonly used when trying to view or find a project quickly

Could add support for searching by project name and project id on /projects page. The id in the screenshot is from aws-lambda project.

Start at the /projects page and trace the current project-name search implementation. Update the search behavior so project IDs also match, then verify that searches by both names and IDs return the expected dashboard results.
