Description
### Problem Statement
I am a user coming from Rollbar, and they had this amazing yet simple feature that let us rename issues.
After renaming, this makes sentry an invaluable asset also for product manager to help group and prioritize issues.
There was a previous issue opened on this topic (https://github.com/getsentry/sentry/issues/57362) but the discussion was quite abruptly closed without giving specifics and pointing instead to what seems to be a more complex issue of tagging : https://github.com/getsentry/sentry/issues/5572.
But the tagging issue feels like a different topic, which seems to be harder for the team to specify correctly (since the tagging ticket is opened since 2017 - not clear if there is an ETA)
The specs for renaming issues should be be relatively more simple to specify and implement.
### Solution Brainstorm
A simple “rename” option to the issue title would be enough for our use cases.
Maybe later if there are AI powered features, a LLM could try to find a name by itself, but this requires enough product knowledge

Research direction
No file, test, or code entry point is named. Start by reviewing issues #57362 and #5572 and the Issues product area; define the rename behavior and acceptance criteria before locating the implementation. Done means an issue can be renamed and the resulting title is consistently shown.
Written by the indexing model from the issue text.
