Display Error when Attempting to Install JIRA on US & EU Org

### Environment

SaaS (https://sentry.io/)

### Steps to Reproduce

1. Have organization based in EU and US
2. Install JIRA on one of the orgs
3. Try to install JIRA on the other org ( you will be redirected to the issues page, but the integration won't be installed)

The original issue is https://github.com/getsentry/sentry/issues/68338

THIS ISSUE IS FOR THE UX: Currently the UX is that we redirect users back to the issues page with no guidance, but we should give some UI/guidance that installing a JIRA instance in >1 region is not supported rn.
