Taking multiple actions on Issues on the Issue list

### Steps to Reproduce

1. Select more than one Issue on the Issues List
2. Set the priority for those issues to something
3. Try to take a secondary action _without_ re-selecting the issues you had already selected

Brought up by @danmindru

### Expected Result

You can take more than one action on your selection before everything is un-selected, requiring you to select again

### Actual Result

You have to re-select all of the same issues again.
