Preview Panel Shows Alerts for Issues Below Threshold

### Environment

SaaS (https://sentry.io/)

### Steps to Reproduce

Create an alert rule with a threshold (e.g., >10 users affected in 1 week).
Check the preview panel for past alerts.
Notice that issues below the threshold (e.g., 2 users) appear as triggering the alert.

### Expected Result

The preview should only show issues that meet or exceed the threshold.

### Actual Result

The preview shows issues that do not meet the defined threshold.
