Description

### Problem Statement

## Problem
Get stuck trying to suppress email alerts. Get stuck in Project ALerts and find that none of those alerts have been triggered, so you don't find what you're looking for.

There are a lot of alerts firing from this UserNotifications which are not a result of project alerts. For instance, an issue workflow status change, or a deploy.

### Solution Brainstorm

Add somewhere a, "Are you stuck trying to turn off noisy email alerts? Do you have Alert fatigue? Did you know that there are also UserSettings.Notifications alerts too?" Don't phrase it that way but it'd be nice to have a link to "UserSettings.Notifications for additional alerts configurability" maybe it would save some users from feeling stuck. New users aren't always aware there are multiple places for configuring alerts.

Research direction

Begin by finding the Project Alerts settings view and the UserSettings.Notifications destination. Confirm that the added guidance links users from Project Alerts to the additional notification controls and makes the separate alert configuration area discoverable.
