Display tags in alerts to Suggested Teams or Members

### Problem Statement

We have suggested teams assigned to nearly all of our issues. Each team as a slack channel subscribed to alerts for issues assigned to their team. Before we split issues/alerts by team, we found tags very useful in quickly triaging alerts. But, we can't use them with this setup.

We could create an alert for every team+project but that's pretty burdensome! The cross-product there is not small. We're not currently using the terraform provider, which I understand would be another solution.
