Default reporter for JIRA issues

### Problem Statement

Creating JIRA issues from Sentry can be cumbersome because you need to fill the reporter value.

### Solution Brainstorm

How Bugsnag handles this: Bugsnag lets you set a default reporter
What we'd want: Similar to how we set up Sentry alerts to automatically create JIRA issues, it would be good if we could set default values for the fields from Sentry
How we can mitigate: We can test out using automatically created JIRAs using alerts instead of manual ticket creation so that people don't have to fill the data every time.
