More helpful error messages when "Open Membership" is turned off

### Problem Statement

"Open Membership" was turned off for my organization, but it was difficult to know that. I just had a bunch of errors coming in that was not helpful.

And I couldn't use Sentry because I need to be in a team/project to get access to the features.
