Slack integration - get a slack notification when a team is being assigned to an issue

### What are you trying to accomplish?

I want to get a message to a specified channel when a specific team gets assigned to an issue.

### How are you getting stuck?

I tried doing it in two different ways -
1. Creating an alert, but there's no option to make issue assignment as the trigger of the alert
2. Linking a team to a slack channel (using `sentry link team`, but I get no messages when assigning the team with an issue
