Alerts - Be able to get alerts based on Frozen/Slow frame rates

### Problem Statement

Currently we have the Frozen/slow frame rates which we can present on the projects, however this causes the devs to monitor it by themselves. So i would be useful if we can set alerts based on these metrics as people might have SLO's for that.
