[Feature Request] Add Link To Triggered Alert From Issues Page

### Problem Statement

Feature request from a user.

It can be hard and time consuming to sift through the alerts chart to double check if an issue triggered an alert or not if the alert rules are lax, and/or the issue has many events.

### Solution Brainstorm

A link to the triggered alert with preset timestamps in the query params would from the event page of an issue would help alleviate this.

Start by inspecting the Issues page and the Alerts product area, especially the event page for an issue and the alerts chart described in the request. The work would be complete when an issue event links to its triggered alert with preset timestamps in the query parameters.
