Support project level weekly reports.

### Problem Statement

Sentry has a feature to send org-wide weekly reports or alerts but does not support sending these reports at the project level. In larger organizations such as ours, we have many projects within the same org that are worked on by different teams. Sentry should only send weekly reports to the relevant project owners instead of sending all reports for unrelated projects.
