Description
This endpoint isn't used in the app anywhere, but is used by 3 customers' internal integrations ([GPC logs](https://cloudlogging.app.goo.gl/m91BDUhP4MhMUE62A). It's confusing to have both the `ProjectCombinedRuleIndexEndpoint` and the actually used `OrganizationCombinedRuleIndexEndpoint` that do the same thing, except the former only accepts one project.
