Improve inconsistent slack alert reliability

### Problem Statement

We receive various reports from customers where an alert rule preview indicates an alert was triggered, however they end up not receiving anything in their slack instance. Essentially these reports indicate inconsistent behavior as slack alerts can be successful in many cases but not sent in others.
