Issue assignment - Introduce expiry time on assignment of issues

### Problem Statement

Because of the first assignment there are some issues that have been assigned for like 10 months or 12 months ago.
During this year, a lot of teams have changed which also means a lot of these issues need to be re-evaluated to be assigned to a another team.

Currently the ownership stays once an issue has an owner assigned so they never get reassigned again
