Enable/Disable mandatory MFA from config file

### Problem Statement

Hello guys,

I don't know if it's already possible or not. But is it possible to enable or disable this security option : `Require Two-Factor Authentication` by config file ?

Add an entry on [config.py]() or config.yaml to enable/disable mfa global requirement.
