Setup Google SSO without creating a root user account during initialisation

### Problem Statement

I am trying to automate the deployment of self-hosted sentry and was wondering if we could automate the google SSO setup without actually creating a root user account. I have already added the secret and ids to config file however the SSO login screen is not shown. It shows only after I create a user account from the console and setup auth after logging into sentry.
