Ability to publish public integrations in on-premise installations with multiple organizations

## Summary

When I was trying to publish a public integration for multiple organizations, the publish was sent to partners@sentry.io. It would be nice to be able to publish integrations on on-premise installations without having to manually edit the database.

## Motivation

Would stop getting false requests from on-premise installations for integrations that don't exist on sentry.io
