Feature Request: be able to configure who receives the "Weekly Report" at the organization level

Problem Statement

One of our Enterprise customers would like the ability to configure, at the org level, which roles or users receives a copy of the Weekly Report that we send out on Saturdays. Currently, all org members receive a copy of the Weekly Report by default, and the only configuration available is at the user level -- individual users can choose to turn on/off these Weekly Reports as a whole, or choose which of their Sentry orgs they want to receive it from.

The reason for wanting this feature is that they already sent separate app reports to certain personas (e.g. leadership), and they don't want the Weekly Report to be confusing or misleading.

The issue proposes recipient selection for roles, teams, or members, so the desired scope and access rules need agreement before implementation. Done means Org Owners can configure recipients while existing user-level controls continue to work.
