Description
### Problem Statement
1. Go to "Issues" tab => Click on "Alerts" under Configure section
2. Filter Alerts by Other Teams (Teams you are not a part of)
3. Error is displayed
But if the user does not have any Teams filter, it displays alerts for all the teams regardless of whether or not the user is a part of it.

Research direction
Start by reproducing the issue through Issues > Alerts and filtering by Other Teams, then inspect the displayed error and trace the alerts filtering path. Compare that behavior with the unfiltered view. Done means users can filter alerts for teams they are not part of without an error, while unfiltered alerts continue to display correctly.
