Jira link issue modal can get stuck and fail to close after selecting an issue

### Steps to Reproduce

- Open an issue in Sentry
- Click Link Jira Issue
- Select an existing Jira ticket
- Observe modal behavior after selection

### Expected Result

Jira issue is linked successfully

Modal closes after selection

### Actual Result

- Modal does not close after selecting a Jira issue
- UI appears to remain in a validation or navigation state (possibly tied to create-issue flow)
- User cannot dismiss the modal normally, blocking workflow

A screen recording demonstrating the behavior is attached to the corresponding Zendesk ticket and internal Linear ticket (see support references).

This appears related to state handling between “Create Jira Issue” and “Link Existing Issue” flows.
