Unable to select the current UTC date in absolute date picker if local date is day before

### Steps to Reproduce

1. Go to Issues Feed
2. Open "Absolute date" picker in time range filter
3. If current local date is the day before current UTC date, unable to select the current UTC date

For example:
Current time is 10pm Eastern standard time on Nov 10
Which means is is 3am on Nov 11 in UTC time

However, I am unable to select Nov 11 as the date in my time range:

I should be able to select the current UTC date regardless of my local date.

### Actual Result

I am unable to select the current UTC date.
