idea: make init (script initial setup)

This might be a terrible (that is, unmaintainable) idea, but...

At my new job they have (like most places) a bunch of inter-connected tools that have to be installed and set up before you can get any work done. So they scripted the whole thing. IT was kinda slick. And anything that couldn't be scripted directly, the script provided instructions at the terminal.

The issue does not name any files, tests, or entry points. First determine how this Sphinx documentation project is installed and built, then define which interconnected tools and non-scriptable setup steps the proposed init script would cover. Done would require an agreed scope and maintainable setup workflow, but the issue does not specify either.
