Add Github Actions support

Circle CI's scheduled build is failing for inscrutable reasons. I'd like to have Github Actions setup to give us an alternative (and eventual replacement)

Review the existing Circle CI scheduled-build configuration and the repository's Sphinx documentation build process first. Set up GitHub Actions as an alternative scheduled build, then verify that the documentation build succeeds and the workflow can serve as the intended replacement.
