Download all form attachments for specific form version

This issue is to add the ability to download all the form attachments for a specific form version as a .zip file. Having the ability to download all form attachments would make it easier to save all the files associated with a form for safe-keeping elsewhere. I'm picturing that we would add this as an option on the form versions page. We would need a new API endpoint for this.
