Add Arabic with RTL text but not RTL layout

Arabic is now 98% translated, so it'd be great to add it to Frontend. There is discussion about RTL locales in getodk/central#786, including the idea that we could start out by supporting RTL text without making the entire layout RTL. This issue here is to add initial support for Arabic without making the layout RTL.
