"File" fields in custom forms are not draggable

Hi!
The "pagemedia" field used by Admin is draggable and allows media reordering:

I believe, the "file" field used in custom forms must be draggable as well. Now it's not, even when inside the admin interface.

This issue has not been assessed yet.
